James M. Noble is from Richmond, California

He currently serves as the Mayor Pro Tem for the City of Barstow, James was re-elected to the 2nd District City Council seat in 2022, bringing with him the knowledge and experience that Barstow residents demand and deserve. He has proven himself to be an effective leader who listens, works hard, and fights for the betterment of his district and city.

Aside from advancing citywide efforts for social improvement, Mayor Pro Tem Noble is focused on empowering residents and increasing economic opportunities by welcoming new businesses to the city. His honest, sincere, and trustworthy approach is evident in his dedication to serving the community.

Mayor Pro Tem Noble's impressive background includes a Bachelor of Science in Social Science from the University of Upper Iowa, a Master in Human Resources from Central Michigan University, and an Associate Degree in Business Management from Barstow Community College. He is also a graduate of Flint Hills Regional Leadership and a member of Omega Mu Nu Chapter of Omega Psi Phi Fraternity Inc.

Mayor Pro Tem Noble is a proud Combat Armor Veteran who served in the United States Army, rising to the rank of Command Sergeant Major. He is a life member of the Veterans of Foreign Wars (VFW), American Legion, Disabled American Veterans (DAV), CSM/SGM Association, and the Association of the United States Army (AUSA), as well as a Life Member of the NAACP.

In addition to his impressive military service, Mayor Pro Tem Noble previously served for over seven years on the Barstow Planning Commission. He is married to Sylvia D. Noble and is the proud father of three adult children (two boys and a girl) and four grandchildren.
